Rules for Importing and Exporting Cash in Uzbekistan for Tourists

Tourists are allowed to bring cash into Uzbekistan without any restrictions on the amount. However, there is an important condition: if the total amount of cash exceeds the equivalent of one hundred million soums, all these funds must be declared in the customs declaration.

This rule is particularly significant for travelers who intend to take the remaining portion of the money out of the country after completing their trip. When crossing the border, all foreign and national currency held must be declared if its total volume exceeds the established limit. Tourists may also voluntarily declare amounts lower than this threshold.

Cash Export Rules

When leaving Uzbekistan, if a declaration was not made, it is permitted to take cash up to the equivalent of one hundred million soums. Exceeding this amount entails the application of additional customs requirements. For foreign citizens, information about the amount declared upon entry is critically important.

Why is it important to keep the declaration?

Tourists often forget to declare large sums when crossing the border. Although some money is spent during the stay in the country, the remaining reserve may continue to exceed the established limit. If there are documents confirming the legal import of cash, difficulties may arise upon departure.

For example, if a tourist brings 15 thousand dollars, this amount exceeds the equivalent of one hundred million soums and must therefore be stated in the declaration. Even if some money is spent during the trip, having the declaration will help confirm the legality of the remaining amount, even if it exceeds the established threshold.

To avoid potential problems at customs, it is recommended to follow several guidelines: fully declare cash if its total value exceeds the equivalent of one hundred million soums; always keep your own copy of the declaration until leaving the country; remember that the equivalent in soums is determined by the Central Bank of Uzbekistan's exchange rate on the day of crossing the border; and if any questions arise, consult with customs officials before passing through control.

Adhering to these norms will ensure no unforeseen difficulties upon leaving Uzbekistan. It should be noted that since the beginning of the current year, Uzbekistan has welcomed 10.3 million foreign tourists, which is 20.4% more than in the same period of 2025. Interest in the country is shown not only by neighboring countries but also by countries from far abroad.

Tax benefits and payment deferrals introduced for tourist facilities near water bodies in Uzbekistan

Entrepreneurs involved in developing tourism on reservoirs and adjacent territories in Uzbekistan will receive tax reductions and the possibility of deferring customs payments. These benefits will be valid until October 1, 2029.

This decision was officially enshrined in a presidential decree adopted on October 27, 2026. For companies that are legal entities, land tax and property tax rates will be reduced by up to 50% of the established norms.

Additionally, there is a provision for deferral or phased payment of customs duties for 120 days when importing GPS equipment for water transport, as well as rescue and protective equipment and modern sanitary-hygienic modules.

Safety and environmental requirements

Alongside the provision of benefits, strict standards in the field of ecology and safety are being established. Tourist facilities are obliged to provide visitors with necessary protective means. In case of emergencies, they must have their own rescue service or contract with qualified rescuers.

Entrepreneurs must also follow the rules for operating small vessels and their mooring areas. It is required to equip facilities with internal sewage systems and local treatment plants. Unified money transfer system for individuals to be implemented in Uzbekistan

Starting from January 25, 2027, a unified infrastructure overseen by the Central Bank will be used for all financial transactions and payments between individuals in Uzbekistan. This new system will consolidate various data exchange channels, enabling transaction processing within the country instead of relying on foreign processing centers, which is expected to increase the reliability and security of transfers.

The regulation governing the operation of the payment switch was officially approved by a resolution of the Central Bank board on October 23, 2026. The unified payment switch will serve as a centralized channel for transmitting and processing all payment information. Through this system, requests for operation confirmation, payment messages, and interbank settlements in local currency will be carried out using both bank cards and electronic money.

It is planned that this system will operate continuously, around the clock, without interruption. It will allow for the consolidation of disparate payment data transmission routes into a single infrastructure managed by the Central Bank. A key goal of this reform is the ability to process some international banking operations within Uzbekistan that currently depend on foreign processing centers, thereby strengthening the resilience of the national payment system.

Requirements for System Participants

The new regulatory norms clearly define the scope of settlement participants. Direct settlement is permitted exclusively for banks. Payment organizations and payment system operators can connect to the switch, but they require an servicing bank to conduct settlements. Furthermore, system participants are obliged to adhere to a number of strict rules: they do not have the right to independently change the details of payment orders or perform any operations without the explicit consent of the client. They are also responsible for ensuring the confidentiality of payment information and the protection of personal data.
