Forecast for Consumer Price Index Increase: DA for Central Staff May Reach 67% Before the 8th Salary Committee Report

There is a possibility of another increase in the Consumer Price Index (DA) for civil servants in the new year. Estimates suggest that starting from January 2027, the DA could rise from the current 63% to 67%. This implies a potential increase in the consumer price index by 4 percentage points relative to the base salary. This forecast is based on the formula of the seventh salary committee and available inflation data. However, for this forecast to be confirmed, inflation indicators must remain at the August level until December 2026.

The central administration government increased the consumer price index to 63% of the base salary as of July 1, 2026. The decision on the next tranche, which will take effect in January 2027, will be made based on inflation data for the period from January to December 2026. The calculation of DA uses the Industrial Workers' Consumer Price Index (AICPI-IW) for industrial workers. The DA calculation formula has not changed since 2016. Data for the period from January to August 2026 is already available, while September data has not yet been published. Therefore, the DA forecast for January 2027 was made assuming that the August level would be maintained until December.

The DA calculation is based on the average AICPI-IW over the previous 12 months. Available and projected data for January-December 2026 show an average AICPI-IW of 152. Applying this average value to the DA formula allows for the determination of the potential rate.

The DA calculation formula is as follows: DA = [{(Average AICPI-IW over the last 12 months × 2.88) - 261.41} ÷ 261.41] × 100. According to this calculation, the steps are performed as follows: first step: 152 × 2.88 = 437.76; second step: 437.76 - 261.41 = 176.35; third step: 176.35 ÷ 261.41 = 0.674607; fourth step: 0.674607 × 100 = 67.46%. Thus, according to the formula, the DA rate is about 67.46%. Since the current DA is 63%, the potential increase will be 4.46 percentage points.

Although the calculations show a figure of 67.46%, the government usually rounds the DA rate down instead of increasing it to the next whole number. In this case, with an increase of 4 percent, the DA could rise from 63% to 67%. It is important to note that the 67% forecast is not final. It depends on the condition that the AICPI-IW indicator remains at the level of 154.4 from September to December. If the index rises in subsequent months, the DA rate may be higher. Conversely, a decrease in the index could lead to a lower projected increase.

Trade unions are also making demands to the recommendations of the eighth salary committee regarding changes to the DA calculation methodology. They insist that the increase should be based on actual indicators, not rounding, which they call 'point-by-point' DA. The Federation of National Postal Organizations (FNPO) demanded that DA be paid 'point-by-point' without rounding. Furthermore, the organization proposed introducing a mechanism where, if DA/DR (Consumer Price Index and Inflation Allowance) exceeds 25%, it would be included in the base salary. In turn, the Indian Pensioners Society requested a change in DA and DR every three months. For this, it was proposed to use the average inflation index for three months and provide compensation 'point-by-point'. All these demands may be considered during the work of the eighth salary committee.

The eighth salary committee was formed in November 2025 and has been given 18 months to prepare its report. According to this schedule, the committee may submit its recommendations to the central administration government by May 2027. The report is expected to appear around May-June 2027. If the DA rises to 67% from January 2027, this could be the last DA adjustment under the seventh salary committee before the implementation of the new salary structure of the eighth committee. When implementing the new salary structure, the current DA may be integrated into the new base salary, and the DA calculation may start from scratch. This does not mean that employees will lose the benefit of the current 67% DA, but rather that it will likely be included in the new base salary. Nevertheless, the exact method of including DA in the new salary structure and the date of its introduction will only be determined after the final approval and official decrees of the central administration government. At present, the 67% DA should be considered only as a preliminary estimate for January 2027.

Increase in salary indexation to 63%: how the calculation of the fitment factor will change within the 8th Pay Commission

The central government has approved a 3% increase in the Dearness Allowance (DA) for civil servants, raising it to 63% of the basic pay. This change will take effect on July 1, 2026, and employees will receive an advance payment (arrears) for four months from July to October.

The decision was made by the Central Cabinet on Wednesday before the holidays. Simultaneously, the Dearness Allowance for pensioners (DR) has also been increased by 3%, reaching 63% of the basic pension. This will positively affect approximately 48.54 million central employees and 68.71 million pensioners.

Consider an example: a level-one employee with a basic salary of 18,000 rupees previously received 10,800 rupees monthly with a DA of 60%. Now, with a DA of 63%, this amount will increase to 11,340 rupees, representing a monthly increase of 540 rupees. The advance payment for four months will be 2,160 rupees. This is the second DA hike in 2026; earlier in April, the government raised the DA from 58% to 60%, effective January 1, 2026.

The total annual cost of DA and DR for the government will be around 10,016.10 crore rupees.

The increase in DA affects the calculation of salary hikes under the 8th Pay Commission. To understand this, one must grasp the meaning of the fitment factor. The fitment factor is a multiplier used to convert the basic pay from the old pay commission to the basic pay of the new commission. When a new pay commission is introduced, the old DA is adjusted into the new basic pay.

In this process, the DA starts from zero, and the previous indexation is incorporated into the new basic pay. Consequently, the entire fitment factor does not become the actual salary increase for the employee, as part of it is compensated by the existing DA. The actual increase is determined by the portion of the fitment factor that remains after this compensation.

The 7th Pay Commission came into effect on January 1, 2016, when central employees were provided with a DA of 125%. The Commission set the fitment factor at 2.57. Of this, 2.25 was used to compensate for the old DA, and the remaining 0.22 ensured an actual salary increase of approximately 14%. Now, with DA reaching 63%, employees receive the basic pay plus DA, totaling 1.63 times the basic pay. If the fitment factor is less than 1.63, the new basic salary may end up lower than the total of the current basic pay and DA.

To ensure an actual increase of approximately 14%, similar to the 7th Pay Commission, a fitment factor of about 1.86 will now be required. With a DA of 60%, this same level could have been achieved with a factor of about 1.83. Thus, to maintain the previous level of actual salary increase, the fitment factor will also need to be increased after the new 3% DA hike.

For a level-one employee with a current basic salary of 18,000 rupees, the total of basic pay and DA after adding 63% DA will be 29,340 rupees. The difference between the new basic salary at various fitment factors and the current total can be illustrated as follows.

It is important to note that the figures presented in the table should not be considered the total amount payable. Actual salary also depends on other allowances, deductions, and applicable rules. Levels such as 2.57, 2.86, 3.00, and 3.833 are potential values currently being discussed, not final figures approved by the government or the commission.

After increasing DA from 60% to 63% while keeping the same fitment factor, the percentage of actual increase slightly decreases. For instance, with a factor of 1.86, the actual increase was about 16.3%, whereas now it will be about 14.1%. Similarly, with a factor of 2.57, the actual increase drops from approximately 60.6% to 57.7%. The difference between various fitment factors ranges from 2.2 to 4.4 percentage points.

Generally, the higher the fitment factor, the greater the difference in percentage will be visible upon an increase in DA. Therefore, the DA hike should be viewed as immediate relief for employees, but it cannot be assumed to guarantee the same additional actual salary increase under the 8th Pay Commission. The final benefit will depend on the commission's recommendations, government decisions, and the established fitment factor.

If DA increases again by 3% in January 2027, reaching 66%, then to ensure an actual increase of approximately 14%, similar to the 7th Pay Commission, the fitment factor would need to be about 1.90. This indicates that this calculation may continue to change as DA rises.

The 8th Pay Commission, formed in November 2025, is headed by the senior Supreme Court judge Ranjan Prakash Desai. The Commission has been given 18 months to submit its report, so the report is expected by May 2027. Currently, the commission is negotiating with various stakeholders.

Central government announced salary indexation increase for civil servants

The state government has made an important decision by announcing an increase in the inflation allowance for central employees. For a long time, central workers have been expecting the government to grant them a salary indexation increase for the Diwali holiday.

Just before Diwali, the Cabinet approved an increase in the inflation allowance, providing a significant gift to civil servants. An increase of 3 percent in the inflation allowance was approved for employees of the central government. Consequently, the inflation allowance for these workers increased by 3 percent, reaching 63 percent.

This increase in the inflation allowance applies to July. As a result of this increase, the salaries of central employees will increase in October. The total government expenditure related to this will amount to 10,016 crore rupees.

Discussion on Salary Increase within the 8th Departmental Commission Council: Comparing Projections of 140% vs. Actual Growth of 14.3%

The increase in state employees' salaries is actively being discussed in the context of the 8th Departmental Commission Council (8th Pay Commission). Particular attention is drawn to the demand from trade unions for the application of a fitment coefficient of 3.833. According to this requirement, the minimum base salary for level-1 employees could rise from the current 18,000 rubles to approximately 69,000 rubles.

This calculation leads to a claim of a potential 140% increase. However, the question arises as to why this figure is so high, given that the actual salary increase under the 7th Departmental Commission Council was about 14.3%. It is necessary to understand where the 140% figure comes from and whether it represents a real increase in employee income or the result of a different calculation methodology.

The fitment coefficient is a multiplier used to translate old salary structures into a new system. The 7th Departmental Commission Council applied a fitment coefficient of 2.57. Currently, trade unions are demanding the use of a coefficient of 3.833 for the 8th Departmental Commission Council. Applying this coefficient to the current minimum base salary for level-1 (18,000 rubles) yields a result: 18,000 rubles multiplied by 3.833 equals 68,994 rubles, which is close to 69,000 rubles. It is important to note that this is only a preliminary estimate based on union demands; the government has not yet approved either this coefficient or the minimum base salary of 69,000 rubles.

To understand the origin of the 140% figure, one must also consider the inflation allowance (DA) added to the current base salary. The current base salary for a level-1 employee is 18,000 rubles, and the government is currently paying DA at a rate of 60%. Accordingly, the DA will be 18,000 multiplied by 60/100, which equals 10,800 rubles. The sum of the base salary and DA reaches 28,800 rubles. If this amount is compared with the proposed new base salary of 69,000 rubles (obtained by multiplying 18,000 by 3.83), the difference is about 40,200 rubles. The percentage increase is calculated by dividing this difference (40,200) by the current total amount (28,800) and multiplying by 100, which gives approximately 139.6%, or about 140%. This mathematical calculation is the basis of the discussion about a 140% increase.

However, it is critically important to understand that this comparison is made between the proposed new base salary and the sum of the current base salary plus DA. Therefore, it cannot be stated that the total income or the amount received by the employee will increase by 140%.

During the period of the 7th Departmental Commission Council, the actual salary increase was about 14.3%. At first glance, the difference between 140% and 14.3% seems enormous. To understand this discrepancy, one must check whether both figures are based on the same base. The 140% figure stems from a calculation based on the required fitment coefficient of 3.833 and the addition of 60% DA to the current base salary. Meanwhile, the 14.3% figure reflects the actual growth implemented under the previous departmental commission council. Therefore, caution is required when directly comparing these two percentages. One percentage is an assumption based on union demands, while the other is data applied in the previous system. Considering them equivalent increases without unifying the base and calculation method can be misleading.

It is premature to make such statements at this time. The demands for a fitment coefficient of 3.833 and a minimum base salary of 69,000 rubles are merely proposals put forward by trade unions, not approved government decisions. The final calculation will only be clear after the official adoption of new rules, including how the current inflation allowance will be adjusted in the new system, what the new tariff grids will be, and how this will affect other allowances.

Furthermore, changing the base salary and changing the total amount received by the employee are different things. Only after the recommendations of the 8th Departmental Commission Council are presented and the government makes a decision on them will it become known what the minimum wage will be and what the real increase in employee income will be. For now, 140% should be viewed not as a guaranteed increase, but as a mathematical estimate based on the demand for a 3.833 fitment coefficient.
