Currently, 41 percent of taxes collected by the Center are distributed among the states throughout the fiscal year through 14 tranches.

Prime Minister plans to disburse next tranche of Farmers' Respect Fund; certain conditions must be met

Expected farmers who have been waiting for a long time will receive the next payment under the 'PM Kisan Samman Nidhi' scheme on October 30, which is scheduled to be transferred today. However, this tranche will only be available to those who meet all established requirements and are eligible beneficiaries.

From Gujarat, Prime Minister Modi will send this amount to the accounts of 9.34 million farmers across the country. Under this program, an eligible farmer and their family are provided with an annual sum of 6000 rupees, distributed in three equal parts of 2000 rupees for each payment directly deposited into the farmer's bank account.

Even if a farmer meets the criteria to participate in the PM Kisan scheme, the receipt of funds may be suspended. This is because all farmers are required to complete the electronic KYC (e-KYC) procedure within this program. Farmers who have not yet completed e-KYC may face delays in receiving money.

Therefore, it is strongly recommended to complete the e-KYC process promptly. Without fulfilling this requirement, the next payment under the PM Kisan scheme will not be sent. The process can be completed through the PM Kisan portal and application using Aadhaar-based OTP. Additionally, biometric e-KYC can be completed at CSC centers by visiting them, as well as through the mobile application using facial authentication.

Over time, changes have occurred within the PM Kisan scheme, and timelines have been set for compliance. Farmers who acquired land after February 1, 2019, are not entitled to the 2000 rupee payment under this program. Also, if one person in the family receives benefits from the scheme, the second person will not receive the installment.

Central government announced salary indexation increase for civil servants

The state government has made an important decision by announcing an increase in the inflation allowance for central employees. For a long time, central workers have been expecting the government to grant them a salary indexation increase for the Diwali holiday.

Just before Diwali, the Cabinet approved an increase in the inflation allowance, providing a significant gift to civil servants. An increase of 3 percent in the inflation allowance was approved for employees of the central government. Consequently, the inflation allowance for these workers increased by 3 percent, reaching 63 percent.

This increase in the inflation allowance applies to July. As a result of this increase, the salaries of central employees will increase in October. The total government expenditure related to this will amount to 10,016 crore rupees.

Finance Minister announces project to focus on the center of the fiscal target and awaits market rationality

The Finance Minister, Dario Durigan, announced this Tuesday, the 27th, that the federal government will present a bill to the National Congress. This project aims to clearly establish that the government will seek to reach the center of the fiscal target in 2027.

By adopting this centered approach, the government will have to implement more significant resource cuts over the next year, which implies expense containment across various ministries. The main objective of this initiative is to restore the confidence of the financial market, which faced major instability on Monday, the 26th, after the confirmation of President Luiz Inácio Lula da Silva's (PT) re-election over the weekend.

Durigan stated that after the election, the president will define his team, and this team, in turn, will present the necessary measures for adjustment and pursuit of the target, demonstrating the government's commitment to fiscal responsibility. He also mentioned that the economic team is developing other actions to strengthen belief in future public finance results, although he did not detail what they are.

Market Instability

Durigan explained to journalists that the intense pressure observed in the financial market on Monday resulted from President Lula's re-election for the next four years, classifying it as a 'reaction to a change in position.' He emphasized that there was a change in expectation because the market was betting on a different candidate, but President Lula achieved a historic victory on Sunday, which naturally generated disorder in the market.

The minister expressed hope that a 'level of rationality' would be maintained in the financial market, meaning avoiding large fluctuations in asset prices such as stocks, the dollar, and future interest rates. Durigan assessed that the markets are already showing greater calm currently, citing that the exchange rate began to yield in the morning, indicating an entry into a period of rationality, without, however, stipulating price limits.

Fiscal Target

According to current regulations, there is a tolerance margin of 0.25 percentage points, which sets the floor of the band at a surplus of R$ 36.6 billion. Additionally, government spending on precatórios—which are judicial decisions—and on projects in the areas of defense, health, and education can be excluded from this rule, constituting exceptions to the spending limit approved by Congress in recent years.

If the fiscal target and the projection of a positive surplus for 2027 are achieved, this would represent the first positive result since 2022, the last year of Jair Bolsonaro's government. In August, when submitting the 2027 budget project to the National Congress, the government had projected a positive balance of R$ 18.6 billion for 2027, corresponding to the first year of President Lula's mandate, re-elected the previous Sunday.
