Baraka application in Uzbekistan expands functionality by adding social services and payments

At the World Summit on 'Investing in Children's Well-being: Towards Sustainable and Equitable Development for Future Generations' in Tashkent, Uzbekistan, an updated Baraka mobile application was presented. The app's capabilities were demonstrated at the service stand, attracting significant interest from summit participants.

Visitors to the stand included the First Lady of Uzbekistan, Ziroat Mirziyoyeva, Chairwoman of the Board of Trustees of the International Public Foundation 'Zamin'; Shokhnoza Mirziyoyeva, Deputy Director of the National Agency for Social Protection under the President of Uzbekistan; the First Lady of Turkey, Emine Erdoğan, and her daughter Esra Erdoğan Albayrak; the First Lady of Kyrgyzstan, Aigul Dzaparova; the First Lady of Lebanon, Nahmat Aoun; as well as Azerbaijani public figure and Vice-President of the Heydar Aliyev Foundation, Leyla Aliyeva, and Karine Khabirova, wife of the head of Bashkortostan.

The Baraka card and mobile application combine access to government services, social benefits, and daily financial transactions. The updated version of the application, featuring a redesigned interface, is scheduled for release on November 3, 2026.

Instead of a single feed, the main page will be divided into two sections: 'Finance' and 'Social Services.' This new structure aims to help users find necessary functions and services more quickly.

The 'Finance' section will allow users to check or hide their card balance, view cards and transaction history, and make payments, QR payments, and transfers.

The 'Social Services' section will compile information on social benefits and rights. Users will also be able to apply for services and track the status of these applications.

The new version of the application will include a special 'Accessibility' screen that allows users to adapt the application to their individual needs.

In 'Low Vision' mode, people with weakened vision can enlarge text, increase the contrast of interface elements, choose light or dark themes, or use their device's system settings. A preview function will show how the selected settings will look on the main page.

More than 1.8 million people use the Baraka card, and over 500,000 people receive social benefits on it monthly. Through the application, users can apply for more than 80 types of social services and benefits, and access 19 types of documents in digital format. This card replaces five documents, including a student ID and pension certificate, as well as a disability certificate.

The Baraka card is issued in partnership with Aloqabank and Xalq Bank. It operates on the Visa payment network and is accepted in Uzbekistan and more than 200 countries worldwide. Users can also pay for public transport through the ATTO system, settle utility bills, and make money transfers. The card is provided free of charge to individuals belonging to 16 social categories.

The development of Baraka is aimed at creating a unified and convenient platform for receiving social benefits and services while simultaneously managing daily finances. The application update is intended to make the service more understandable and user-friendly.

Uzbekistan to Establish Ibn Sina Heritage Study Center with Plans for Translations and International Awards

The Ministry of Justice announced that Uzbekistan intends to create a research center dedicated to the scientific heritage of Abu Ali Ibn Sina. As part of a state program valid until 2030, plans include translating his works into Uzbek and establishing an international award in his name.

Government Decree No. 575 dated October 19, 2026, is part of the preparations for celebrating the 1050th anniversary of Ibn Sina's birth in 2030.

The Abu Ali Ibn Sina Research Center will be established as a state institution under the Bukhara State Medical Institute. Its main task is to study the scientist's medical legacy and apply the results of research in modern medicine.

The center will also focus on searching for and collecting Ibn Sina's manuscripts, translating them into Uzbek, and developing a digital platform. Furthermore, training courses and master classes are expected to be held for healthcare specialists and individuals interested in the history of medicine.

The institution's funding will come from the non-budgetary funds of the Bukhara State Medical Institute, grants from international financial organizations, revenue from paid services, charitable donations, and other legally permitted sources.

The program includes translating several of Ibn Sina's works into Uzbek, including 'Mujaz al-Qanun' ('Canon of Medicine'), 'Al-Isharat va al-Tanbihat' ('Indications and Reminders'), 'Daneshnameh', 'Kitab al-Shifa' ('Book of Healing'), and 'Eastern Philosophy'. Both printed and electronic editions will be prepared.

An international scientific conference titled 'Ibn Sina – Great Representative of Western and Eastern Philosophical Thought' is scheduled to take place in Tashkent in October 2026. The program also includes scientific and practical conferences, exhibitions, and public lectures at medical universities, research centers, libraries, and healthcare institutions.

To study Ibn Sina's manuscript heritage, Uzbekistan plans to organize research expeditions abroad to collect preserved manuscripts housed in other countries. Another initiative is the creation of an international award named after this scholar. The entire program will run until 2030, when Uzbekistan intends to mark the 1050th anniversary of the birth of the physician and philosopher.

Uzbekistan provides free access to artificial intelligence infrastructure for startups and universities

The Ministry of Digital Technologies of Uzbekistan has announced the provision of free or subsidized access to state artificial intelligence infrastructure for social projects. This access is intended for universities, research organizations, startups, and local officials overseeing the digital technology and artificial intelligence sectors.

The rules for providing access are approved by Cabinet of Ministers Decree No. 581 dated October 20, 2026.

Projects utilizing large language models can receive free access via the Application Programming Interface (API) for up to six months, with a monthly limit of 10 million tokens. If a project exceeds this limit, additional usage up to 50 million tokens will be paid at a 50% discount. Unused tokens do not roll over to subsequent months.

For training, testing, validation, evaluation, and deployment of AI models other than large language models, users can apply for access to 120 GB of video memory for up to six months.

Projects applying for preferential access will be selected through a competitive selection process. Competitions are held twice a year—in July and November, and applications are evaluated on a 100-point scale. In case of disagreement with the results, applicants may submit an electronic appeal to the complaints review commission within three business days after the results are announced. The review of appeals must take no more than five business days.

Each user is entitled to implement only one project simultaneously. Furthermore, the rules prohibit users from using the obtained data for purposes not stipulated by the regulations, transferring it to third parties, copying or distributing it, or using it for commercial purposes unless otherwise permitted by law or contract.
