Macaé launches online platform for issuing the Identification Card for Persons with Autism Spectrum Disorder (CIPTEA)

The Municipality of Macaé has implemented a digital platform to facilitate the obtaining of the Identification Card for Persons with Autism Spectrum Disorder (CIPTEA). This service is offered free of charge and aims to optimize the time of families of autistic individuals, allowing them to request the document, monitor the application analysis, and access its digital version via mobile phone or computer, eliminating the need for physical attendance to start the process.

With the introduction of this new tool, the previous method, which involved sending requests through an old institutional email, has been completely discontinued. This transition aims to make the service more secure, organized, and efficient, concentrating all phases in a single virtual environment.

The system development was carried out by the Municipal Secretariat of Science, Technology and Innovation, in collaboration with the Municipal Secretariat of Social Development, Human Rights, Accessibility and Solidarity Economy (SEMDES). The platform incorporates rigorous mechanisms for safeguarding sensitive data, submitting to continuous audits and tests on the tools to prevent any risk of information leakage, maintaining strictly controlled access.

This initiative constitutes a modernization of municipal public services and offers great convenience to users, who can track the release of the request remotely. This strengthens the principles of accessibility, inclusion, and social protection within the municipality.

For guardians of autistic people, the convenience of processing the procedure online generates significant daily time savings. The ability to register and send documents using one's own mobile phone or computer assists those who do not have company to leave the child, allowing the request to be made at home, at work, or even in the waiting room of medical consultations and therapies.

The CIPTEA is valid throughout the national territory and serves to ensure rights established by law, such as the right to priority service. In Macaé, this card was formalized by Municipal Decree No. 007/2020, in line with Federal Law No. 13.977/2020, known as the Romeo Mion Law.

To request the document, the citizen must access the portal ciptea.macae.rj.gov.br, enter the requested data, attach the necessary documentation along with a recent photograph, and monitor the analysis progress directly on the website. After approval, the digital version can be downloaded. If they prefer to receive the printed card, there is an option available on the platform itself to follow instructions regarding the in-person collection of the physical document.
