Compact offices for pension matters will be introduced in Uzbekistan starting in 2027

Starting in 2027, traditional district treasury and Pension Fund departments in Uzbekistan will be abolished. They will be replaced by small offices staffed by only one or three specialists responsible for resolving all pension-related issues.

This transition to a more compact model of public service is enshrined in a relevant Cabinet of Ministers resolution. According to this document, such offices will be established in every city and district, where employees will handle pension assignments, recalculations due to changes in circumstances, and payment organization.

Testing the new system

By the end of 2026, the new system will be tested in several cities in the Andijan, Samarkand, and Syrdarya regions. In these pilot regions, the functions of assigning and distributing pensions will be transferred to the territorial units of the Pension Fund. Commissions consisting of three specialists will make decisions on each specific situation in the test areas.

Following the successful completion of the pilot project, scheduled for the end of 2026, the new system is planned for full-scale implementation nationwide from January 1, 2027.

Furthermore, within the Pension Fund, the launch of a project office is planned, which will attract international consultants. The main goal of this office is to promote the development of funded pension programs and strengthen the financial stability of the entire pension system.

Suspension of Contribution Payments to Management Companies in Uzbekistan for Failure to Submit Reports

Management organizations of apartment buildings in Uzbekistan are required to submit quarterly reports on all revenues for each serviced building. If such reports are not submitted, the accrual of mandatory contributions will be temporarily suspended until the identified violation is rectified.

Reporting Requirements and Control

Sherzod Khidoyatov, Deputy Minister of Construction and Housing and Communal Services of Uzbekistan, announced this during a meeting while answering a deputy's question. He specified that all necessary reports must be uploaded to a special billing system, and the data must be separated individually for each apartment building. This regulation serves to monitor the financial flows of management structures and their accountability to residents.

Furthermore, at the same meeting, representatives of the relevant department detailed the control system for the activities of management companies. According to the information presented, if any organization violates the rules for managing apartment buildings three times within one year, the inspection has the right to exclude that company from the relevant register.

It should be noted that 45 organizations have already been excluded from the electronic register of apartment building management bodies this year.
