Four of Iran's largest mining enterprises, which accounted for 44% of the national iron ore production in 1402, demonstrate two distinct approaches to management within the domestic steel industry value chain: complex cross-ownership networks managed by institutional funds, and centralized direct control over assets exercised by private conglomerates.
An analysis of the ownership structure of Iranian iron ore producers and subsequent steel plants reveals two competing models for capital distribution and operational activity.
Multi-tiered Network Assets (Institutional Model)
Major institutional investors, notably Vamaden (Mines & Metals Development Investment Co.) and Vamid (Omid Investment Group), act as principal shareholders in key upstream enterprises such as Gol-Gohar, Chadormalu, Gohar Zamin, and Sabanour. This institutional presence extends to steel production, where it holds 33.4% of Khorasan Steel shares and 20.0% of Arfa Iron & Steel shares.
The collaborative nature of this network is illustrated by project-based joint ventures, such as Tajalli Mining & Metals Development, where Vamaden owns 51%, Chadormalu owns 17%, and Gol-Gohar owns 17%. Furthermore, the two largest mining competitors in Iran act as joint venture partners to pool resources and distribute development risks.
Concentrated Direct Control (Private Conglomerate Model)
In contrast, Mahan Industries & Mines Development Holding, a wholly-owned subsidiary of Tourism Financial Group, bypasses intricate equity networks in favor of centralized asset ownership and direct operational management. This holding structure holds a controlling stake of 59.5% in Gol-Gohar No. 5 mine, jointly with the state-owned IMIDRO (40.5%).
Thus, Mahan Holding functions as an integrated production mechanism that directs raw materials directly to its steel facilities in Bafteh and Bonabeh.
While institutional giants utilize joint financial networks to distribute risks across the national mining sector, private groups ensure proprietary ownership from mine to plant, guaranteeing raw material autonomy and operational stability.
