A large-scale business census has started in Uzbekistan, aimed at obtaining a comprehensive picture of entrepreneurial activity in the country. This census will cover a wide range of entities, including registered companies, individual entrepreneurs, self-employed persons, as well as foreign representations and those operating outside official registration.
The procedure for conducting this event was officially approved by a resolution of the Cabinet of Ministers. Information on the activities of all economic entities will be recorded as of October 1, 2026. The census applies to all economic units, regardless of their form of ownership, registration status, or citizenship, taking into account the actual place of business even if it differs from the official registration address.
Participation mechanisms vary depending on the type of entity. Companies and foreign representations can complete the procedure in person by contacting the Hokim's assistant or by filling out the required questionnaire via the website hisobot.stat.uz. Self-employed individuals, however, can provide their data through the platform census.stat.uz.
Individual entrepreneurs who do not have a legal entity, as well as persons operating without official registration, will be surveyed by statistical body employees or Hokim assistants. Surveys in markets and shopping centers will be conducted by representatives of relevant statistical departments.
Interviews are scheduled from 09:00 to 18:00 and can be conducted in the state language or in the participant's native language. The questionnaire requests information on the form of ownership, area of activity, total turnover, and number of employees for 2025. To complete it, the taxpayer identification number (TIN) or personal identification number of the individual (PINFL) must be presented.
If a participant refuses to provide information or is absent, the data may be filled in based on information held by the mahalla, hokimiyat, and other administrative structures. It is promised that participants' personal data will be kept under strict confidentiality and will be anonymized during processing.
The census results are expected to be published by September 1, 2027, on the National Statistics Committee portal. For additional information on participation procedures, citizens can contact the call center at 1851. The census is necessitated by the significant share of the shadow economy, which accounts for 23% and is estimated at 246 trillion soms, with the highest concentration of this shadow sector observed in agriculture, where it constitutes 60% of the total turnover.
