Uzbekistan plans to expand logistics center network and provide tax incentives until 2040

A large-scale plan for the development of the transport and logistics system is being implemented in Uzbekistan. According to the decree signed by the President of Uzbekistan, the country has set ambitious goals: to increase the throughput capacity of logistics centers by 2030, grow transport services exports to $3.5 billion, and increase the number of international dry ports.

It is planned that by 2030, the annual capacity of logistics facilities will reach 40 million tons. Additionally, the volume of transit traffic through the country is expected to increase to 18.5 million tons. The number of international dry ports will be increased from the current 24 to 30.

To support the growth of cargo point throughput at the border and the capabilities of logistics centers in handling containers, these indicators are planned to be doubled. The development of transport logistics will be focused in several regions: Khanabad in Andijan region, Alat district in Bukhara region, Termez district in Surkhandarya, as well as Yangiul and Akhangaran districts of Tashkent region.

Tax and customs benefits for logistics centers

Logistics centers will have the opportunity to be exempt from land and property taxes until 2040, provided they meet a number of requirements. These conditions include the implementation of necessary management systems and achieving a rating of no lower than BB on the E-logistika platform.

Until August 1, 2029, centers included in a special register will be exempted from customs duties and mandatory certification when importing equipment and spare parts not manufactured in Uzbekistan. This benefit covers warehouse equipment, loading machinery, units, and components.

Furthermore, starting from November 1, 2026, the customs fee for processing international courier shipments will decrease by 20%. Also, until the end of 2027, vehicle manufacturers of categories M₂, M₃, and N will be able to import components not available in the country without paying customs duties.

As part of the modernization of logistics centers, special programs for warehouse and terminal management will be introduced. By the end of 2030, all these facilities will be integrated into the Ministry of Transport's E-logistika platform.

These comprehensive measures are designed to accelerate the process of cargo handling, simplify company operations, and significantly increase the volume of traffic passing through Uzbekistan. Previously, President Shavkat Mirziyoyev proposed creating a food cooperation program between transit states and landlocked countries.
