Land plots for entrepreneurs from all regions of Uzbekistan will be created in New Tashkent

Authorities plan to create special sites in New Tashkent for the implementation of business projects presented by entrepreneurs from across the country. Each representative from every district of Tashkent and from thirteen regions of Uzbekistan will be allocated 100 hectares of land in New Tashkent.

President Shavkat Mirziyoyev stated that this measure is aimed at attracting not only businesses from the capital but also from other parts of the republic to develop the new city.

How the business support process will be organized

The mayors of the relevant districts will be obliged to interact with local entrepreneurs, assisting them in launching projects on the provided land plots. Furthermore, all invested funds will be accounted for in the statistical data of the corresponding district of Tashkent or region, ensuring their contribution to the economy of that area is recorded.

To provide a starting advantage to local businesses, participation in the first land auctions will be limited only to entrepreneurs from the district of the capital or the region to which the plot was allocated.

Mirziyoyev emphasized that New Tashkent should function as a center for developing entrepreneurial activity at the national level. It was also noted that New Tashkent provides for a reduction in infrastructure payments for businesses, which is intended to stimulate the construction of hotels, shopping centers, tourism facilities, and social institutions.

Mirziyoyev called for increased attraction of private investment in the development of New Tashkent

During his visit to New Tashkent, President Shavkat Mirziyoyev called for accelerating the construction of the city and intensifying the attraction of private capital. He noted that the current level of business participation in this project does not meet all available opportunities.

According to information provided by the presidential press service, over two billion dollars have been invested in the New Tashkent project over the past three years. State resources are being directed towards building key infrastructure objects, as well as stadiums, universities, and libraries.

The total area allocated for the creation of the new city is 20 thousand hectares. In the initial stage, projects are planned for 6 thousand hectares with a total value of 50 billion dollars. If the construction of the new airport is completed, the investment potential of this region could reach 200 billion dollars.

Nevertheless, the majority of the construction, covering an area of more than a thousand hectares, is carried out primarily through state funds. Entrepreneurs have been allocated only 94 hectares of land, and active construction has not yet begun on 28 plots handed over to investors.

Mirziyoyev emphasized that New Tashkent must transform into a full-fledged economic center that integrates modern spheres of business, education, medicine, tourism, and services, rather than being limited only to residential development. However, currently, two-thirds of the allocated land is reserved for housing projects.

The President cited several reasons slowing down the implementation of plans, including outdated standards, lengthy permit procedures, and insufficient coordination between various state agencies and the business community. He stressed that the lack of construction on the provided sites cannot be explained solely by a shortage of funding or lack of investor interest.

"An investor does not like to wait. If he does not feel support and guarantees, he will direct his investments to another market," stated Mirziyoyev. He strongly recommended a complete review of the entire project implementation process, from the allocation of land plots to the launch of finished facilities.
