The Delhi government has introduced changes to the rules for free travel for women on DTC and cluster buses. Officials announced on Sunday that Delhi residents can now use subsidized travel exclusively through the Pink Saheli Smart Card.
These changes are implemented in accordance with the Delhi Transport Department (Free and Concessional Passes) (Second Amendment) Regulations, 2026. Under the new rules, eligible women residents of Delhi can take free rides on DTC and cluster buses by using the pink Pink Saheli smart card, which is based on NCMC technology. This benefit applies to both air-conditioned (AC) and non-air-conditioned (non-AC) buses.
However, women retain the option to purchase a ticket by paying the standard fare if they prefer not to use the free travel service.
The notification also states that women who are not entitled to free travel can travel on DTC and cluster buses by purchasing tickets at the established cost. Furthermore, this rule includes transgender individuals residing in Delhi. Previously, the transport department had mandated that the use of the Pink Saheli Smart Card for concessional travel would become mandatory starting September 30.
Officials stated that efforts will be made to raise awareness about the smart card through announcements at stations and on buses, as well as via social media and print media. According to officials, since the smart card was launched in March of this year, approximately 1.9 million women have utilized this service. They also clarified that the option to register and obtain the card will continue to be available for women who have not yet registered.
