Uzbekistan Agency Denies Reports of Privatization and Loan Acquisition by Uzbekiston Pochtasi

The Uzbekistan Agency for State Assets Management has denied rumors on social media that the joint-stock company Uzbekiston Pochtasi was privatized and received a loan of 100 billion soums.

According to the agency's statement, the stake in the company, previously held by state organizations, enterprises, and commercial banks, which constituted a 92.9% state share, has been fully transferred to the Agency for State Assets Management.

The agency reported that major companies, including WILDBERRIES and UZUM MARKET, showed interest in acquiring this stake. However, no documents regarding the privatization of the state share in Uzbekiston Pochtasi have been finalized as of yet.

The company's complex financial situation and ongoing transformation process were also noted. Over the past three years, the average net profit of Uzbekiston Pochtasi was about 800 million soums, with a profitability rate of 0.2%. In the first half of 2026, the company's revenue reached 313.6 billion soums, which is 17% less compared to the same period last year.

Additional financial pressure arose after the cessation of postal delivery of traffic violation notifications on May 16. A loss of 1.7 billion soums is expected within the first nine months due to the discontinuation of this service. Meanwhile, the company's bank debt amounts to 45.3 billion soums.

The agency linked the need for company modernization to the rapid development of the e-commerce market. Preliminary estimates indicate that implementing projects for updating and digitizing the postal infrastructure will require over 300 billion soums.

These funds are planned to be used, in particular, for purchasing cargo and electric vehicles, modernizing the sorting center and IT infrastructure, installing additional parcel lockers, and repairing communication facilities.

Collaboration with WB INT EXPORT LLC, which the agency called one of the country's largest marketplace segment companies, was envisioned to implement modern management models and attract investment. During negotiations, the company expressed readiness to provide Uzbekiston Pochtasi with a loan of 100 billion soums at the Central Bank's refinancing rate.

Since this deal is considered a major transaction under the law, the issue of the loan was included in the agenda of an extraordinary general meeting of shareholders. However, no decision was made at the meeting on September 21, 2026. The agency explained this by the lack of final agreements regarding the interest rate, loan amount, and repayment schedule. Therefore, it emphasized that reports about Uzbekiston Pochtasi receiving a loan of 100 billion soums are untrue.

The issue of attracting financing may be presented for consideration again after the terms of the loan are finally agreed upon. The agency separately clarified the presence of representatives of WB INT EXPORT LLC on the Supervisory Board of Uzbekiston Pochtasi JSC. According to the agency, their participation is aimed at implementing modern corporate governance principles and monitoring the targeted use of planned investment funds.

Uzbekistan is introducing a new procedure for assessing state-owned enterprises, according to which it will be determined annually which ones need to be maintained, privatized, reorganized, or liquidated.

This new regulation was officially approved by a decree of the Cabinet of Ministers. The annual inventory of state enterprise activities will be conducted through the joint efforts of state bodies, the State Assets Management Agency, and other relevant departments. Based on the results of this inspection, a list of organizations with recommendations regarding their future existence is formed and then submitted to the government for approval.

Furthermore, before privatizing a state share, it is mandatory to obtain a conclusion from the Competition Development Committee regarding the level of competition in that industry.

Mechanism for working with state institutions

A separate mechanism has been developed for state institutions. Annually, before May 1st, the Competition Development Committee, together with relevant ministries and agencies, will analyze their activities and submit proposals to the State Assets Agency regarding possible cessation of operations or privatization.

Previously, a state complex intended for refueling aircraft with aviation fuel was put up for public auction in Tashkent. For the privatization process, the State Assets Agency engaged the international consulting company Ernst & Young.
