Uzbekistan Business Ombudsman Achieves Cancellation of Fine for Tashkent Company

The office of the State Commissioner for the Protection of the Rights and Legal Interests of Entrepreneurs in Uzbekistan reported through its press service the successful cancellation of a fine imposed on a company in Tashkent.

The head of the company P.P. appealed to the business ombudsman after the company was fined for alleged violation of waste disposal rules. The case began with a decision by a National Guard officer who determined that company employees had dumped garbage near a pharmacy in the Yunusabad district.

However, it turned out that the location where the waste was found did not belong to this company. Before initiating contact, the entrepreneur requested to register the contact in the Unified State Control System using the 'Business Protection' QR code, but the National Guard officer ignored this request.

Despite this, the officer drew up an administrative protocol against the company's head under Article 91-1 of the Code of Administrative Liability, which provides for liability for dumping waste in an unauthorized place. The entrepreneur was fined 20.6 million soms.

The ombudsman's office reminded that state officials are obliged to register all contacts with business representatives in the Unified State Control System, including interactions that are not part of an official inspection. This procedure was established by a presidential decree adopted in April of this year.

To investigate the identified violations, the ombudsman sent an official request to the Department of the National Guard of Tashkent. After conducting an internal investigation, the fine imposed on the entrepreneur was canceled, and the officer responsible for the violations was subjected to disciplinary action.
