Uzbekistan expands financial support for the agricultural sector

Uzbekistan is adopting new measures to strengthen financial support for the agricultural sector. President Shavkat Mirziyoyev approved the relevant decree, which aims to increase the efficiency of financial assistance and improve the risk management system.

The new document provides for the provision of several subsidies for agricultural enterprises. For example, a subsidy of 500,000 soms will be paid for every ton of raw cotton harvested in 2026 (excluding fourth and fifth-grade cotton).

Additionally, cotton-textile clusters and enterprises created by them will receive 1.5 million soms for each hectare of land allocated for cotton cultivation in 2026.

Livestock farms will receive an annual subsidy of 500,000 soms per hectare of sown area where fodder crops are grown on main cultivated territories from 2027 to 2029.

The basis for making payments will be the conclusion of the Space Technology Research Agency. Also, from October 1, 2026, to June 1, 2027, entrepreneurs will be able to receive 2,500 soms per kilogram of imported chilled beef and lamb.

A pilot legal experiment is planned from January 1, 2027, to January 1, 2028, aimed at introducing a mechanism for subsidizing part of the expenses of agricultural producers for using water-saving irrigation technologies.

Payments will be made on a 'Results-based Subsidy' principle. The amount of such a subsidy will be determined based on the recipient's costs, as well as crop yield indicators, product quality, and other efficiency criteria.

The decree also introduces changes to the agricultural insurance system. Farms that have not had insurance claims for three consecutive years will be granted a discount on the insurance premium from 10% to 20% starting from the fourth year.

Simultaneously, 3% to 5% of insurance premiums will be directed to a reserve fund to finance preventive measures.

The Minister of Agriculture of Uzbekistan, Ibragim Abdurakhmonov, held a meeting with the Turkish Minister of Agriculture and Forestry, İbragim Yumaklı, to discuss new directions for bilateral cooperation in the field of agriculture.

According to a statement from the Ministry of Agriculture of Uzbekistan, the current level of interaction, existing opportunities, and joint projects planned for further implementation were reviewed during the negotiations.

The parties agreed to focus special attention on the further development of agrarian partnership, including preparation for the next meeting of the working group on agricultural cooperation.

Priority areas identified include the development of animal husbandry and strengthening the fodder base, expanding cooperation in seed production, and developing drought-resistant varieties of agricultural crops.

The meeting also addressed issues of increasing the number of entrepreneurs involved in mutual trade of agricultural products. Furthermore, the development of fisheries and the expansion of scientific ties between the two countries were discussed.

During the visit, the Turkish delegation led by İbragim Yumaklı, together with Ibragim Abdurakhmonov, visited Tashkent State Agrarian University. Delegation members familiarized themselves with the conditions of student education, the university's modern infrastructure, and its work in training young specialists.

Uzbekistan extends diesel fuel subsidies for farmers until December 2026

Uzbekistan will continue to compensate agricultural enterprises for part of the costs of diesel fuel purchased on commodity exchanges from July 1 to December 1, 2026. This measure is stipulated by a presidential decree dated September 12 concerning the reform of the liquefied gas market.

The subsidy covers the portion of the fuel cost that exceeds 15 million soums per ton, with a maximum compensation of 2 million soums per ton. Payments are made through the Agency for Payments in the Agricultural Sector under the Ministry of Agriculture.

Previously, in May, President Shavkat Mirziyoyev signed a decree on financial support for grain and cotton production in Uzbekistan. This document provided subsidies for agricultural enterprises to purchase diesel fuel between April 1 and July 1 at a price exceeding 13 million soums per ton.

The procedure for providing subsidies was approved by the Minister of Agriculture Ibrohim Abdurakhmonov at the end of July. Payments are made proactively through the AgroSubsidy portal, provided several requirements are met, including the registration of sown areas and the targeted use of fuel purchased on the exchange.

The subsidy amount is calculated automatically based on data from Agroportal and the system of the Republican Commodity Exchange of Uzbekistan (UzRTSB). After the funds are credited, they are transferred to the recipient's account within three business days. Priority use of these funds can be directed towards repaying preferential loans.

According to the National Statistical Committee, in January-July 2026, Uzbekistan produced 683,000 tons of diesel fuel. Production volume increased by 1.4% compared to the same period last year and by 9.4% compared to 2024.
