Uzbekistan citizens with official income will be able to pay social tax for unemployed relatives

Starting in 2027, citizens of Uzbekistan with an official income will have the opportunity to voluntarily pay a monthly social tax for their unemployed family members. The goal of this procedure is to credit work experience to these family members. This procedure was established by a relevant presidential decree dated September 28.

According to the document's provisions, individuals who receive an official income are entitled to such payment. Monthly payment of the social tax in the amount of 12% of the minimum wage, which is 163.2 thousand soums, will ensure the accumulation of work experience for unemployed relatives.

One of the changes that will take effect earlier is a new procedure for citizens working under civil law contracts. Starting from October 1, 2026, when paying the social tax amount established for self-employed persons, they will automatically be credited with one year of work experience.

Furthermore, starting January 1, 2027, there will be an adjustment to the procedure for accounting for experience and salary when recalculating pensions for people with disabilities. This applies to the period of receiving a Group III disability pension during subsequent reviews of payments for citizens with Group I and II disabilities.

It should also be noted that under this decree, proactive assignment of certain types of pensions will begin in Uzbekistan in November, which will be carried out without the need for citizens to apply. In 2027, the Pension Fund will stop accepting documents and information in paper form, and the 'My Pension' service will become available on the EPIGU portal to check work experience, salary, and the amount of the assigned pension.

A decision has been made in Uzbekistan allowing social institutions to provide paid services and rent out their property. According to the new document, such institutions can now charge for services related to rehabilitation, medical diagnostics, treatment, and care, as well as for the services of defectologists and psychologists.

It is emphasized, however, that state-guaranteed free services cannot be converted into a paid format. It is also established that the personnel of the institutions cannot be forced to provide paid services.

In addition, social facilities gain the right to sell products produced by themselves and to rent out their property. State customers have the opportunity to purchase this product directly from the institutions, provided that the annual volume of purchases from one organization does not exceed 1.5 thousand basic calculation units (BRV), which currently amounts to 660 million soms.

Income generated from this commercial activity will be directed towards the further development of the social institutions themselves. Employees who participate in providing paid services or other income-generating activities will be able to receive additional payments reaching 300% of their official salary. Furthermore, top employees are entitled to a quarterly bonus of up to five salaries.

The National Agency for Social Protection will monitor the fulfillment of the institutions' revenue plans, which are formulated annually based on data on paid services and other activities.
