EAEU expands trade with India, China, and the CIS; Interview with Slepnsov
The Eurasian Economic Union (EAEU) continues negotiations with India regarding a free trade agreement and is also exploring possibilities for changing the trade regime with China. Furthermore, a new free trade regime between the EAEU and the CIS comes into force on October 6.
In Tashkent on September 28, it was reported that the EAEU is engaging in dialogue with India on the issue of free trade. The main topics for both sides remain market access conditions and customs duties. This was stated by the EAEU Trade Minister Andrey Slepnsov in an interview with the 'Vesti' information agency. According to previous calculations by the EAEU commission, a free trade regime with India could increase the volume of supplies to almost $10 billion and create about 180 thousand new high-skilled jobs in the Union's economy.
According to Slepnsov, the EAEU is also expanding external trade ties in other directions. In particular, a new free trade regime between the EAEU and the CIS comes into force on October 6. This regime provides preferential status for 86% of the commodity nomenclature, covering 98% of goods exported from the Amir countries to the EAEU. According to EEI estimates, this could allow EAEU exporters to save up to $266 million annually. In the medium term, the annual trade turnover between the EAEU and the CIS is expected to grow by another 5–6 billion dollars.
There is no classic free trade agreement between the EAEU and China; the parties are working based on a non-preferential agreement on trade and economic cooperation. The commission is considering prospects for further liberalization of the trade regime, including the abolition of duties on certain goods. Slepnsov previously mentioned that even limited free trade regime options are being analyzed.
In the interview, Slepnsov provided examples of Russian goods that have entered the Chinese market. He noted that products such as Belyov pastila, caramel, and clothing from Russian designers have become in-demand items in China, with e-commerce platforms playing an important role in exporting products to the market.
The Minister also drew attention to issues with accounting, logistics, and bureaucratic barriers in trade with Serbia. Since there is no common border between the EAEU and Serbia, goods are transported through third countries. The EEI is working to change the mechanism for legalizing goods so that the new procedure allows for mutual duty-free supply without excessive involvement of enterprises in the process of legalizing trade through transit countries.
During the interview, Slepnsov compared the economic models of the EAEU and the European Union. In his opinion, one of the strengths of the EAEU is the availability of energy resources, raw materials, food, and a base of highly qualified personnel. The advantages of the European Union, in turn, lie in high technology and a large consumer market.
Thus, the EAEU plans to continue negotiations with India on free trade, expand trade with China, and simplify duty-free supply with Serbia.
