The tender conducted by the Ministry of Health for the purchase of medical equipment with an initial value of 14 billion sums was annulled after an inspection by the Committee for Competition Development and Consumer Rights Protection.
The inspection was initiated following a complaint from the company Skymed-Technologies. Committee employees thoroughly examined the procurement process carried out by the State Procurement Center under the Ministry of Health to ensure its compliance with competition law regulations.
Identified Violations
As a result of the inspection, it was established that the customer violated the provisions of Article 29 of the 'On Competition' law. Specifically, the terms of this tender restricted the possibility of free competition among potential participants and provided unjustified advantages to certain entities.
Following the analysis of the detected violations, the state procurement worth 14 billion sums was canceled. Representatives of the Committee emphasized that such actions are necessary to ensure transparency and efficient use of state funds, as well as to create fair conditions for all entrepreneurs participating in public procurement.
It is worth noting that another procurement, concerning the Ministry of Preschool and School Education, which had an initial value of 587.2 million sums, was previously canceled at the request of this same Committee.
