Entrepreneurs offered the chance to manage 11 Uzbek football clubs with investment conditions

Professional football clubs in Uzbekistan are preparing to transfer into the trust management of private entrepreneurs. These entrepreneurs commit to investing no less than 20% of the clubs' annual expenses in financing. The program includes 11 clubs, among which are well-known teams such as 'Bunyodkor', 'Navbahor', 'Neftchi', and 'Pakhtakor'.

This decision is being implemented as part of a competition announced in fulfillment of the decree of the President of Uzbekistan dated March 24, 2026, the goal of which is to improve the financing systems of the sports industry and increase business involvement.

Advantages for Entrepreneurs and Players

Entrepreneurs who gain the right to manage the clubs will receive a number of significant tax and financial benefits. For example, when calculating corporate profit tax, the legal entity can reduce the taxable base by the amount of sponsorship donations directed towards supporting the club, although this limit will not exceed 10% of the total taxable profit.

For the footballers themselves, an exemption from personal income tax is provided, and the social tax rate for them will be set at 1%. Additionally, commercial banks can provide loans for the acquisition of clubs, as well as for carrying out construction, reconstruction, and major repairs of sports facilities.

These loans will be available for up to five years at an annual interest rate of 14%, provided there is liquid collateral and an approved business plan, with a grace period of one year. It is important to note that buildings, structures, and land plots on the club's balance sheet cannot be used as such collateral.

Entrepreneurs will also be granted a 50% discount on advertising their goods and services on central and regional television channels belonging to the National Television and Radio Company of Uzbekistan during broadcasts dedicated to the popularization and development of sports.

List of Clubs and the 'Bunyodkor' Problem

The list of clubs that can be transferred into trust management includes: 'Bunyodkor', 'Bukhoro', 'Dynamo', 'Kyzylkum', 'Navbahor', 'Nasaf', 'Neftchi', 'Lokomotiv', 'Mash'al', AGMK, and 'Pakhtakor'.

It is worth mentioning separately the financial situation of the 'Bunyodkor' football club, which is complicated by stadium issues. The team has significant debts to foreign players, staff, as well as to tax and utility services. Previously, FIFA imposed a transfer ban on the club.

The situation with 'Bunyodkor' has worsened: since September 4, the club's stadium has not been receiving electricity due to unpaid debt, which approaches two billion soms. The club itself is also failing to meet its obligations to employees, tax authorities, utility services, and foreign footballers.

The Uzbekistan Football Association has announced a competition aimed at transferring eleven professional football clubs to the management of a trust fund to entrepreneurs or groups of entrepreneurs.

This competition is conducted in accordance with subparagraph 'b' of paragraph 12 of the Presidential Decree dated March 24, 2026, concerning the improvement of sports financing mechanisms and expanding business participation in this area.

Among the eleven clubs planned for transfer to trust management are teams such as Bunyodkor, Bukhara, Dynamo, Kyzylkum, Navbahor, Nasaf, Neftichi, Lokomotiv, Mashal, AGMK, and Pakhtakor.

Entrepreneurs or groups of entrepreneurs who have provided sponsorship funding of at least 20% of the annual expenses of the respective professional football club can participate in the competition.

Advantages for Entrepreneurs

Entrepreneurs who take clubs under the management of the trust fund receive a number of benefits. In particular, when calculating corporate income tax, the taxable profit can be reduced by the amount of funds allocated for financing the club's activities in the form of sponsorship donations. This reduction cannot exceed 10% of the taxable profit.

Footballers from these clubs will be exempt from personal income tax, and their social tax rate will be set at 1%.

Commercial banks, provided they have liquid collateral (excluding buildings, structures, and land plots on the club's balance sheet) and viable business plans, can provide five-year loans for acquiring clubs or for the construction, reconstruction, and major repair of sports facilities. The interest rate for such loans will be 14% per year, with a one-year grace period.

Furthermore, entrepreneurs will receive a 50% discount when placing advertisements for their products or services on central and regional television channels within the system of the National Television and Radio Company of Uzbekistan during broadcasts aimed at popularizing and promoting sports.

Uzbekistan simplifies business access to subsidized loans for job creation

New measures are being introduced in Uzbekistan to expand entrepreneurs' access to subsidized financing, and some requirements for those receiving loans are being abolished. District and city headquarters are granted the authority to independently allocate funds for projects aimed at creating stable jobs and increasing household income.

This presidential decree establishes new rules for the development of small businesses and increasing household incomes. The district and city headquarters will have access to a total fund exceeding 3.2 trillion UZS, sourced from various sources.

These funds include 1.37 trillion UZS from family entrepreneurship support programs, 450 billion UZS for youth business, 240 billion UZS from the Poverty Reduction Fund, and 100 billion UZS from the Employment Promotion Fund.

Entrepreneurs who bring families from the Social Register into cooperation can obtain unsecured loans. Each household is allocated 50 million UZS, with a maximum amount reaching 5 billion UZS. Starting October 1st, the headquarters will begin compensating part of the interest on bank loans for small and medium-sized businesses, as well as for self-employed individuals. The Company for Entrepreneurship Development is responsible for implementing the subsidies.

Furthermore, the headquarters will be authorized to manage funds from the 'Sahovat va Kumak' funds, as well as the youth and women's 'notebooks,' totaling 760 billion UZS. Starting January 1, 2027, the criteria for including families in the Social Register will be determined by a point system that will take into account factors such as income, presence of chronic diseases, disability, migration, and number of children, allowing families to receive necessary social support.

The State Social Security Fund will also begin providing childcare benefits to female employees under employment contracts, starting from the end of maternity leave until the child reaches one year of age. It should be noted that entrepreneurs willing to build kindergartens, schools, and technical colleges, as well as provide free education for children from low-income families, will be offered land plots in auctions with a starting price of 1 million UZS.
