Tender247 is strengthening its position by attracting Anupam Khera as its ambassador to improve access to the vast and fragmented Indian tender market, which is valued at 70 lakh crore rupees.
India's tendering economy is characterized by its scale, digitalization, and fragmentation. Tender247 aims to make this market more understandable for a larger number of enterprises by utilizing a recognizable figure.
The largest client in India is the Government of India, which does not use a single platform but operates across hundreds of different portals. According to World Bank estimates, public procurement accounts for about 20% of India's GDP, defining the total market potential at approximately 70 lakh crore rupees.
Only the Government e Marketplace (GeM) portal, through which ministries, public sector undertakings, and departments procure goods from stationery to steel, marked its 10th anniversary in August, achieving cumulative purchases of 20 lakh crore rupees. The annual procurement volume on GeM has grown from 422 crore rupees in the first full year to over 5 lakh crore rupees in the last two years. It took GeM eight years to reach the first milestone of 10 lakh crore rupees, and less than two years for the next.
The opportunities are enormous, but access to them is limited. GeM is just one channel. Procurement in defense under the fiscal year 26 budget amounts to 6.81 lakh crore rupees, and capital expenditure on infrastructure is 11.21 lakh crore rupees, a significant portion of which goes through other systems. Central tenders exceeding 25 lakh rupees are published on CPPP, railways use IREPS, and the defense sector has defproc.gov.in. States use portals within GePNIC, while public companies such as Coal India, NTPC, and Indian Oil publish information separately.
Financial rules require the use of electronic procurement above a certain threshold, but they do not mandate the use of a single portal. According to tender trackers, a serious participant must monitor over 30 portals, each with its own login system, search logic, and deadlines. Even a medium-sized manufacturer or EPC contractor with a business development team cannot realistically track all these platforms.
The digitalization of procurement has contributed to increased participation of Micro, Small, and Medium Enterprises (MSEs). On GeM, MSEs have won over 9 lakh crore rupees, accounting for 45.6% of total purchases, significantly exceeding the set norm. A study conducted by IIT Delhi based on 101 listings from FY24 to FY26 also showed that prices on GeM were lower in 74.3% of cases, resulting in savings of 13.6%.
