President Shavkat Mirziyoyev issued a decree establishing new directions for the development of the fuel and energy sector. This document provides for the phased introduction of market principles in the energy supply sphere and changes in the powers of state structures.
Under these measures, the Ministry of Energy ceases issuing individual permits for enterprises and consumers regarding contractual, service, and other economic relations. Energy industry enterprises now independently carry out commercial activities covering the extraction, production, processing, transportation, storage, distribution, and sale of energy resources.
The Agency for Development and Regulation of the Energy Market has received additional responsibilities for the gradual introduction of market mechanisms in the supply of natural and liquefied gas. Simultaneously, the Inspection for Supervision in the Sphere of Electricity, Petroleum Products, and Gas Use (Uzenergoinspection) has been granted powers to conduct preventive control for timely detection of threats and prevention of violations.
An important change is the directive to launch a unified digital platform of the interdepartmental tariff commission in the fuel and energy sector, which is scheduled for July 1, 2027. This new system will be responsible for automated tariff calculation, as well as for the prompt processing of applications, financial, and technical documentation according to the regulation approved by the Cabinet of Ministers.
