Propane price in Uzbekistan rose by 65% in two days after restrictions on growth were lifted

The price of propane on the Uzbek Commodity Exchange (UzRTSB) increased by almost 65% in two days, reaching a record 12.217 million soms per ton, after the restriction on the maximum price increase during exchange trading was lifted.

Details of the price increase

On September 16, the cost of one ton of propane was 7.412 million soms. The next day, September 17, the price rose to 11.904 million soms, marking an increase of 60.6% in just one day. By September 18, the price reached 12.217 million soms, showing an additional increase of 2.6%.

Thus, over two trading days, the price of propane rose by 4.8 million soms, which is approximately 65%. Concurrently, sales volumes increased from 666 tons to 1,114 tons, representing a growth of 67.2%.

Change in regulatory rules

On September 17, the previously established limit on the increase in the selling price of liquefied gas produced domestically and imported into Uzbekistan within the framework of exchange trading was lifted. This decision was made in accordance with the instruction issued by the Committee for Competition Development and Consumer Rights Protection on September 16.

Nevertheless, the starting price restriction remains in effect. The exchange refuses to accept bids from importers and domestic producers of liquefied gas if the starting price exceeds 7.5 million soms per ton. Thus, while the starting price restriction remains, the maximum price increase of propane directly during trading is no longer limited by the previous price ceiling.

Previously, the antimonopoly body imposed restrictions on the increase in propane prices on the exchange. In early November 2024, the maximum increase was limited to 20% of the starting price. This decision was made after the price of liquefied gas exceeded 10.1 million soms per ton. Since January 12, the maximum increase in the selling price of propane on the exchange has been reduced from 20% to 10% of the starting price. Simultaneously, bids from producers and importers were not accepted if the starting price exceeded 7.5 million soms per ton. Under this restriction, the maximum price of propane on the exchange could reach 8.25 million soms per ton.

Total payouts in the Uzbek insurance market grew by 80.9% in the first half of 2026, reaching 2.253 trillion soms. This figure is higher than 1.245 trillion soms for the same period last year, according to data from the National Agency for Advanced Projects (NAPP). Meanwhile, the growth rate of payouts significantly outpaced the growth of insurance premiums, which amounted to 28.6% over the same period.

The majority of payouts came from the general insurance sector, where they increased by 82.6%, totaling 2.156 trillion soms. Within this sector, voluntary insurance payouts almost doubled, showing a growth of 97.1% to 1.930 trillion soms. The growth in mandatory insurance payouts was more moderate, at 12.2%, reaching 226.4 billion soms.

In the life insurance sector, payouts increased by 49.8%, reaching 96.6 billion soms. This includes a 25.6% increase in mandatory insurance to 12.0 billion soms and a 54.0% increase in voluntary insurance to 84.5 billion soms.

Among all insurers, Apex Insurance JSC provided the largest volume of payouts, paying out 926.9 billion soms, which is more than three times its figure from the previous year (+222.8%). O'zbekinvest EISC JSC demonstrated an even sharper growth, increasing payouts by 380.4% to 283.6 billion soms. A significant increase in payouts was also recorded by Gross Sug'urta Kompaniyasi JSC (+109.3%, to 203.9 billion soms) and Kafolat Sug'urta Kompaniyasi JSC (+100.7%, to 155.8 billion soms).

However, some companies experienced a decrease in payout volumes. Temiryo'l Sug'urta JSC reduced payouts by 58.8% to 14.8 billion soms, My-Insurance JSC by 50.6% to 89.9 billion soms, and Kapital Sug'urta JSC by 22.7% to 41.8 billion soms.

In the life insurance sphere, payouts were also concentrated mainly in one company: Apex Life Insurance JSC paid out 76.1 billion soms, which is 64.8% more than the previous year, accounting for about 79% of all payouts in this sector. Other companies in the sector showed moderate growth in payouts: Alfa Life Insurance (+11.4%, to 9.7 billion soms), Kafolat Hayot Insurance (+25.5%, to 2.8 billion soms), and Agros Hayot (+12.8%, to 1.5 billion soms). At the same time, O'zbekinvest Hayot Sug'urta Kompaniyasi recorded a decrease in payouts by 3.1% to 5.8 billion soms. Furthermore, TBC Sug'urta JSC began making payouts during the reporting period, paying 661 million soms after having made no payouts the previous year.

In the first half of 2026, insurance contributions in Uzbekistan showed uneven growth across various regions. According to data from the National Agency for Advanced Projects (NAPP), the most significant increase was recorded in the Samarkand region, where growth reached 43.1%. At the same time, the Republic of Karakalpakstan experienced a decrease in insurance premiums by 19.6%.

The total volume of insurance premiums nationwide reached 8.019 trillion soms for the reporting period, which is higher than the figure of 6.235 trillion soms a year earlier, reflecting an overall growth of 28.6%.

Tashkent region maintained the largest share of premiums, collecting 6.577 trillion soms, accounting for 82% of the national total. In the capital, premiums increased by 33.2% compared to the same period last year.

Besides Samarkand, notable premium growth was observed in the Fergana region, where they rose by 29.3% to 172.0 billion soms; in Tashkent region—by 29.1% to 163.4 billion soms; in Khorezm region—by 18.1% to 102.6 billion soms; and in Andijan region, where growth was 16.5%, reaching 119.5 billion soms.

In addition to the Republic of Karakalpakstan, premiums decreased in Jizzakh region by 11.3%, amounting to 65.4 billion soms, and in Navoi region, where the drop was 1.8% to 62.2 billion soms. In Syrdarya region, premium volumes remained almost unchanged, decreasing by only 0.2% to 61.9 billion soms. Bukhara region also remained at last year's level, with premiums increasing by only 0.1%, reaching 131.3 billion soms.

Across the country, insurance payouts increased by 80.9%, reaching 2.253 trillion soms. In Tashkent, the growth in payouts outpaced the growth in premiums, increasing by 130.2% to 1.989 trillion soms, indicating a faster increase in settled claims in the capital compared to the rest of the market.

Thus, although Tashkent continues to dominate the market in terms of premium volume, the insurance markets of Samarkand, Fergana, and Tashkent regions demonstrated the strongest growth in the first half of 2026. Meanwhile, insurance premiums decreased in the Republic of Karakalpakstan and Jizzakh region.

According to data from the National Agency for Advanced Projects (NAPP), the insurance market in Uzbekistan collected 8.019 trillion UZS in insurance premiums during the first half of 2026. This figure demonstrates a growth of 28.6% compared to the 6.235 trillion UZS collected in the same period a year earlier.

During the year, the number of active insurance organizations increased from 34 to 35, and the number of life insurance companies grew from six to seven. The total accredited capital of insurers increased by 37.2%, reaching 4.293 trillion UZS.

The market saw a 14.8% increase in the number of insurance agents, rising from 3,442 to 3,951 people. Simultaneously, the number of corporate agents decreased by 16.6%, amounting to 1,188. The number of broker-insurance intermediaries decreased from 11 to 10, while the number of actuarial specialists remained unchanged at seven. The number of insurance organizations participating in the Insurance Payment Guarantee Fund also remained unchanged at 25.

The general insurance sector contributed the most to the premium growth, where collections rose by 28.1%, reaching 7.495 trillion UZS. Life insurance premiums increased by 36.6%, totaling 524.8 billion UZS. Voluntary insurance, excluding life insurance, accounted for about 83% of total premiums, mandatory insurance for about 11%, and life insurance for approximately 7%.

Total insurance payouts in the market grew by 80.9%, reaching 2.253 trillion UZS. In general insurance, payouts increased by 82.6%, amounting to 2.156 trillion UZS, including 1.930 trillion UZS in voluntary insurance payouts, which grew by 97.1%. Life insurance payouts increased by 49.8%, reaching 96.6 billion UZS.

The total insurance liabilities of market participants increased by 48.2%, reaching 4.415 trillion UZS. The sharpest growth was recorded in the life insurance segment, where liabilities increased more than 34 times—from 13.3 billion to 460.5 billion UZS. Almost all this growth was provided by Apex Life Insurance, whose liabilities increased from 9.6 billion to 455.0 billion UZS. This company accounted for approximately 99.6% of the liability growth in the life insurance sector and held about 98.8% of all liabilities in this segment by the end of the first half.

The total investment volume of insurance organizations increased by 28.8% year-on-year, reaching 10.740 trillion UZS. Bank deposits occupied a growing share in the investment portfolio, increasing from 60.9% to 65.1%, or 6.991 trillion UZS. The share of securities decreased from 16.7% to 14.2%, and the share of real estate decreased from 18.7% to 16.5%. The share of other investments increased from 1.9% to 3.1%.

Apex Insurance JSC maintained its leadership in the general insurance sector by net premiums, receiving 1.524 trillion UZS, which represents an increase of 41.2% compared to the first half of 2025. In the life insurance segment, Apex Life Insurance JSC led the market with net premiums of 380.9 billion UZS, which is 53.4% more than the previous year.
