Changes to the Regulation of the European Fund for Maritime Affairs and Fisheries (FEAMPA) aim to reduce administrative barriers, support the sector's energy transition, and enhance the resilience of coastal communities.
The proposal presented today provides for easing the modernization of fishing vessels by introducing more flexible rules for engine replacement and upgrades, as well as a simplified approval process and a clearer method for calculating emission reductions.
According to the statement, the executive branch also proposes supporting generational change by providing greater assistance to young fishermen and reducing obstacles to business transfers.
Brussels also intends to introduce two new funding mechanisms: one to assist fishermen in case of unforeseen quota reductions, and another to support small-scale fisheries, especially vessels under 12 meters and operators using non-towed gear.
The change also includes an increase in funding allocated by each member state for measures related to the fleet and the final decommissioning of vessels, giving national authorities greater latitude in addressing fleet capacity imbalances.
Concurrently, the Commission's objective is to strengthen environmental protection by incentivizing support for marine protected areas, fishing restriction zones, and maritime safety technologies, aligning with the EU's goal of achieving climate neutrality by 2050.
These recommendations were presented today as part of the interim evaluation of FEAMPA and will be considered by the European Parliament and the Council during the legislative process.
