Uzbekistan introduces new benefits and provides access to cheap lending for the electrical engineering industry

Decisions have been made in Uzbekistan to strengthen support for the electrical engineering sector, which includes providing enterprises with access to working capital loans at an annual rate of 6%, expanding interest rate compensation, and creating conditions to attract significant foreign investors. These new measures were approved by a presidential decree and will take effect on October 1st.

Enterprises can receive loans through commercial banks for working capital replenishment for up to two years, with a three-month grace period provided. The maximum loan amount for one company is $5 million, and the rate is fixed at 6% per annum, of which 2 percentage points belong to the bank's margin.

The National Business Guarantee Company can act as a guarantor for half of the loan, up to a maximum of 20 billion soums. The remaining part of the loan can be secured by liquid assets, an insurance policy, an export contract, or other forms of collateral.

Special conditions for copper procurement

Special conditions are provided for purchasing copper raw materials through the exchange: the enterprise independently pays 25% of the cost, and the remaining 75% is transferred by "Uzsanatexport" within three days. After this, the enterprise is obliged to repay the received amount within 90 days, with interest charged at an annual rate of 6% for delays. The maximum debt of one enterprise to "Uzsanatexport" must not exceed $3 million.

State compensation for interest expenses

From 2026 to 2028, the state will subsidize part of the interest expenses on loans intended for investment projects in the electrical engineering industry. This mechanism applies to loans up to the equivalent of 20 billion soums, regardless of the total loan amount.

For loans in national currency, the compensation covers the portion of the rate exceeding the Central Bank's base rate, reaching 10 percentage points. For foreign currency loans, the state compensates for part of the rate exceeding 6%, but the limit of this compensation is 5 percentage points.

The compensation will be provided under a "2+1" scheme: it is valid for the first two years under established conditions, and in the third year, it is maintained provided that the enterprise's annual revenue from the sale of goods or services increases by at least 15% compared to the previous year.

Attracting major international investors

A dedicated block of measures has been developed regarding the attraction of large global corporations into the fields of electrical engineering, electronics, and robotics. This refers to investors who have appeared in the Forbes Global 2000 ranking over the past three years, possess international supply chains, and are ready to invest at least $50 million in a project.

Investment agreements with such companies will stipulate requirements to increase added value by more than 40% within three years, as well as directing at least 3% of annual profit to research and development activities.

Investors in special economic zones will be offered ready-made production facilities equipped with all necessary utilities: electricity, gas, water, sewage treatment, and railway infrastructure. Furthermore, large investors will receive exemption from land tax, property tax, and profit tax for a period of ten years.

It was previously noted that Uzbekistan aims to increase exports of electrical engineering products to $5 billion by 2030, and the total production volume in this industry and related sectors is planned to reach $11 billion.

Uzbekistan power grid enterprises illegally collected 5.5 billion soums from businessmen

The Competition Development Committee has begun an investigation into regional power grid enterprises. It was found that 5.5 billion soums were illegally taken from entrepreneurs for re-connection to the grids.

According to information received from the committee's press service, the fee for re-connection after a debt had been repaid was canceled based on presidential decrees and government decisions. Nevertheless, an analysis of data provided by the business ombudsman revealed that between August 23, 2025, and February 2026, power grids illegally collected a total of 5.5 billion soums from businesses in 965 cases.

Signs of receiving unjustified income were discovered during the inspection. A case was initiated against the company 'Hududiy Elektr Tarmoqlari' and its affiliated enterprises.

Previously, the Competition Committee also initiated an inspection of airlines to ensure compensation payments to passengers for delayed flights. This inspection noted that passengers on domestic flights in this country are entitled to compensation if the flight delay was due to the carrier's fault.

Uzbekistan and Armenia plan to strengthen industrial and transport cooperation

Uzbekistan and Armenia plan to deepen their interaction, aiming to develop new initiatives in the field of industrial partnership, increase trade and economic and investment ties, and strengthen transport connectivity between Central Asia and the South Caucasus.

Discussions on these areas took place on September 11 in the form of a telephone conversation between the President of Uzbekistan Shavkat Mirziyoyev and the Prime Minister of Armenia Nikol Pashinyan. During the conversation, the sides detailedly reviewed the current aspects of the development of their bilateral relations.

Significant attention was paid to developing new joint production projects. Furthermore, the critical importance of improving logistics systems and creating transport routes connecting the regions of Central Asia and the South Caucasus was emphasized.

Shavkat Mirziyoyev also expressed high appreciation for the measures being taken to accelerate the signing of a peace treaty between Armenia and Azerbaijan. In the opinion of the President of Uzbekistan, such a document will serve as a reliable basis for ensuring stability and sustainable growth in the region.

In addition, the participants agreed on a plan for future meetings, both bilateral and multilateral, including events within the framework of the UN and CIS.

Uzbekistan aims to increase electrical equipment exports to $5 billion by 2030

Uzbekistan plans to significantly boost the export of electrical engineering products, setting a goal of reaching $5 billion by 2030. Furthermore, it is planned to increase the total production volume in this industry and related sectors to $11 billion.

This information was presented during a presentation on the development of the electrical engineering industry and the stimulation of competitive product output for President Shavkat Mirziyoyev. Previously, production in this sector increased from 4.7 trillion soums in 2018 to 43.1 trillion soums, and exports exceeded $1 billion. Currently, Uzbek products are supplied to 65 different countries.

In the first seven months of 2026 alone, the industry produced goods worth 30 trillion soums and exported products worth $706 million. As part of supporting enterprises that purchase copper raw materials, it is stipulated that they will cover 25% of the cost, while the remaining 75% will be covered by Uzsanoatexport. $50 million will be allocated for the implementation of these measures.

International brands willing to invest at least $50 million will also receive support in the form of tax incentives and access to ready-made production facilities with necessary infrastructure. It should be noted that Uzbekistan and Serbia previously agreed on an Action Plan for industrial cooperation for the period 2026–2028, in which the production of electrical engineering products was defined as one of the key areas of cooperation.
