EAEU Pilot Project on Electronic International Waybills Awarded 'Project of the Year'

The e-CMR technology is an electronic equivalent of the CMR consignment note used in international road transport. It allows information exchange between the shipper, carrier, and consignee without the use of paper documents.

A key feature of this system is that electronic cargo data can reach the destination before the vehicle itself. A previously conducted e-CMR pilot project between Russia and Belarus demonstrated the technical and practical feasibility of using electronic documents in cross-border transportation.

During the pilot, it was established that document confirmation with an electronic signature takes up to 10 seconds, and verification of a foreign electronic signature takes up to 30 seconds. Based on this experience, the initiative to test e-CMR in all EAEU countries was supported, and a working group was formed to implement the pilot project.

The goal of this project is to reduce the duplication of paper documents in cross-border transport, accelerate data exchange, and develop mechanisms for mutual recognition of electronic signatures among EAEU member states. Thanks to e-CMR, cargo information can arrive at the destination before the truck, and the electronic signature can be recognized in another country.

The Eurasian Economic Union (EAEU) is an international economic union that has been operating since January 1, 2015. The Union includes Russia, Armenia, Belarus, Kazakhstan, and Kyrgyzstan. Uzbekistan joined the EAEU as an observer in 2020. Cuba and Iran also participate as observers.
